Expert Witness Service For Multi-million Delay

HPM Consultants was retained to evaluate delays affecting the Dolores Huerta Gardens Apartment project arising from extended Southern California Edison (SCE) lead times and additional Solar As-Built Approval requirements introduced during construction. The dispute focused on whether these events qualified as excusable delays under the contract and whether the contractor was entitled to additional time-related compensation.

HPM Consultants was hired to evaluate delays in the City of Ventura Veterans Project and determine the causes of the late completion. The review focused on whether owner-related issues, including switchgear and design delays, impacted the project schedule. The project completion date was extended by about 348 days beyond the original schedule.
