HPM Consultants was hired to evaluate delays in the City of Ventura Veterans Project and determine the causes of the late completion. The review focused on whether owner-related issues, including switchgear and design delays, impacted the project schedule. The project completion date was extended by about 348 days beyond the original schedule. Questions also arose about whether contractor activities caused concurrent delays or whether the owner-related delays controlled the critical path.



HPM Consultants performed a forensic schedule analysis using project schedules, updates, and critical-path reviews. The analysis tracked how major delay events affected the project completion date over time.
The investigation found that the switchgear fabrication delay postponed permanent power installation and became the main driver of delay. Contractor activities that took longer than planned occurred during available float and did not delay overall project completion.
HPM Consultants concluded that the switchgear delay was the primary cause of the delayed completion date on the City of Ventura Veterans Project. The analysis also found that no true concurrent contractor delays existed because the switchgear delay controlled the critical path.
